Forest management plan are prepared for desirable use of forest products, ensuring the survival and continuous production. In forest management plan, designing appropriate roads play an important role. Road designing using conventional methods is time consuming and pretty costly with high errors. An application oftheGeographic Information System (GIS) considering the technical and environmental factors reduce highly designing time and cost while decreases damage to the forest stand. The purpose of this study are finding out the influence of environmental and technical criteria on the road designing using TOPSIS method and evaluation of different designated road using GIS software. In the study, in order to apply delphi technique, calculation of statistical parameters such as mode, median, mean, and binomial test were used to select the criteria. Afterwards, all the map layers of the effective factors are prepared in ArcGIS, and combined to provide the suitability map for District 5 of Lacobon forests located in Abbas Abad Mazandaran. Based on the suitability map, nine road network variants are designated by using PEGGER in ArcView software and evaluated based on the technical characteristic of road network and buffers. According to the results of the Delphi techniques, factors such as slope, forest stock, natural terrace, distance from faults, soil texture, geology, forest type, aspect and distance from streams were identified as the most important factors in the road designing. The weight for factors such as slope, forest stock and natural terrace are calculated 0.42, 0.24 and 0.10, respectively. Among all, the three variants including 3, 5, 7 with 5725.01, 5668.88, and 5573.85 unit value per km revealed the best road network. The study results showed that the environmental and technical criteria have important role in the forest road designing and considering both of the criteria in road planning mitigate environmental impact and reducing maintenance costs. Therefore, by combining GIS and Pegger software better it is possible to design more suitable forest roads.
